I gather that what Chiang Kai-shek has in mind is

roughly as follows:-

1. Some scheme for the financing of the construction

of the Burmese railway section which the Chinese have

already begun on their own.

2. Sustained [sic.] shipping facilities to Rengoon

and Haiphong to which he attaches the greatest importance.

Arms and munitions in increasing quantities as

time goes on.

4. Building of an aeroplane factory in Burma, with

or without Chinese co-operation, production [? from]

which would be shared between ourselves and the Chinese.

Financial help, provided that Chine gets it from

He would base this last request upon the statement

said to have been made by Your Lordship to the Chinese

Ambassador just before the War, and since confirmed by

Your Lordship, to the effect that as regards China,

His Majesty's Government would be ready to go as far as,

and as fast as, the United States Government.
